As I received no objections to the below proposal, I announce that the Working Group meeting (teleconference) scheduled for February 11-12 is cancelled. Instead, we will consider the following motion from

- In reference to IEEE P1904.4 MEC Report dated January 15, 2025, resolve all Section 1 issues and Section 2 issues as implemented in draft_1904_4_D3_0_clean.pdf;
- Approve the file draft_1904_4_D3_0_clean.pdf as the IEEE P1904.4 draft D3.0;
- Direct the working group chair to seek approval from AccessCore-SC and take other steps necessary to initiate the SA ballot on the IEEE P1904.4 draft D3.0.

Dear WG members,
Our 4th recirculation WG ballot has closed on January 7th with 100% approval rate and no comments.
As I reported earlier, the IEEE SA has completed forming the ballot group for the 1904.4 SA ballot.
We also completed the Mandatory Editorial Coordination (MEC) step and the report is available here:

Overall, the draft is in a good shape and no major issues were reported by the IEEE publication editor.
The MEC report consists of two parts:
Section I comments shall be resolved before the ballot begins.
Section II comments shall be resolved before the final recirculation.
The section I issues included updating the copyright statements as well as realigning the page headers and footers with the newer IEEE template.
The section II issues included adding a new mandatory clause 1.3 to introduce the special word usage (shall/should/may/can), revising some “absolute” verbiage, and cleaning up the normative references.
Our chief editor has addressed the issues in both sections and produced a candidate draft D3.0. This draft is available at

In order to proceed to the SA ballot we need to get the working group approval and the approval by our sponsoring committee AccessCore-SC.
Since the changes to the draft were very straightforward and did not affect the technical content of the draft, I suggest that we cancel the February WG meeting and instead take the Working Group vote electronically.
I will wait for a feedback for this plan until noon pacific time tomorrow. If you envision any need to hold a working group meeting in February, please reply to this email and share your arguments.
If there is no opposition to cancelling the February meeting and voting on the draft electronically, the voting instructions will be issued tomorrow.
